Use of metadata in Spanish electronic e-government: the challenges of interoperability

This work analyses the concept of interoperability and the various interoperability initiatives adopted by the EU, and examines the use of metadata in e-government in different Spanish ministries. Over 42,000 web pages involving more than 260,000 metatags produced by 18 ministries of the Spanish government were examined, and the use made of each of these meta-tags analysed.
The central Spanish government was found to have no policy regarding the description of electronic resources or interoperability. Poor use was made of metadata and established vocabularies. Even the same subjects were expressed in different ways. Only the Ministry of Culture made partial use of Dublin Core tags. A very high number of the web pages examined showed basic mistakes in the use of meta-tags.
