El Consejo Europeo de Investigación, en su reunión del 16 de junio de 2000, invitó a la Comisión Europea a crear el llamado «Espacio Europeo de Investigación», en colaboración con los Estados Miembros. Sus objetivos en política de I+D serán tenidos en cuenta en el desarrollo del VI Programa Marco de I+D, para el periodo 2002-2006, que es el principal instrumento financiero con que cuenta la Unión Europea para fomentar la colaboración entre los diversos países en investigación precompetitiva.
Esta iniciativa obliga a establecer una comparación entre las actuales políticas nacionales de investigación en cada país de la UE, para lo que es preciso desarrollar un método que proporcione una evaluación comparativa (benchmarking), entre los países.
